Public Sector Decarbonisation Funding
For Hospitals, Schools & PFI Contracts
IMPORTANT UPDATE: Following a UK government spending review in June 2025, it was announced that no further funding rounds will be committed for new projects, effectively ending the PSDS scheme after Phase 4. Thankfully, there are other funding routes.
If you are responsible for a hospital, school or PFI building right now, decarbonisation is no longer a future ambition. It is a live, operational issue.
Energy costs remain unpredictable. Net zero targets are tightening, and infrastructure installed 15 or 20 years ago is starting to show its age. At the same time, capital budgets are under pressure and every investment decision is scrutinised.
So the question most boards are asking is:
"How do we deliver decarbonisation projects without destabilising the wider capital plan?"
Public sector decarbonisation funding rarely comes from one source. In practice, successful projects usually combine grant support with structured finance so that upgrades can proceed without waiting years for full capital allocation.
That is where we help.
What Is Public Sector Decarbonisation Funding?
Public sector decarbonisation funding refers to the mix of grants, loans and structured finance used to deliver energy efficiency and net zero projects across public estates. Whilst PSDS is currently closed there are other options.
Common routes include:
Government Grants
PSDS, SALIX and other funding sources
Structured Finance
Bridges gaps where grants don't cover full project cost.
Energy Savings
LED, heat pumps and building upgrades reduce long-term costs.
Contract Alignment
Funding structured around lifecycle and contract obligations.
In theory, grant funding solves the problem but it often requires match funding and excludes certain elements, or it operates within strict application windows.
Projects can stall not because the technical case is weak, but because the funding structure has not been mapped properly. We focus on structuring funding around the operational and contractual reality of your estate.
The Commercial Reality Behind Decarbonisation Projects
The environmental and use cases are usually clear.
Efficient LED lighting reduces electricity consumption and improves work conditions, as you can see in this hospital corridor.
Heat pumps reduce reliance on fossil fuels. Solar installations support long-term resilience. Modern BMS systems improve efficiency.
The financial case is where it can become more complex.
You might have boiler plant approaching its end of life or first-generation LED systems underperforming. PFI assets that are nearing expiry, with asset condition surveys highlighting more required works.
Typical Funding Gap
At the same time, capital committees are often cautious. The business cases have to be robust, and procurement routes must be respected
You've probably found that most public guidance explains policy, but fewer address how to structure funding so that projects move forward without creating internal friction.
That is the gap we work within at ELS.
How Decarbonisation Projects Are Typically Structured
There is no single formula. Funding depends on building ownership, governance structure and whether a PFI contract is involved.
1. Blending Grant Support With Structured Finance
Many projects begin with PSDS or similar grant funding. Often, that funding covers a portion of the works, with a contribution required from the organisation.
Rather than scaling back scope or delaying delivery, structured finance can be used to fund match requirements or non-eligible components.
Repayments are aligned with the useful life of the asset. Modelling is based on realistic energy performance assumptions, not optimistic projections.
The aim is to allow delivery without distorting the capital programme.
2. Energy-Saving Asset Finance
Projects that don't qualify for grant funding or only partial funding can proceed with asset finance.
LED upgrades, solar installations, heat pump integration and control system improvements can generate measurable efficiency gains. Those savings can support a structured repayment profile.
Instead of absorbing a significant upfront capital cost, organisations can spread the investment across the life of the asset.
This approach works best when it is integrated into long-term estate planning rather than treated as a short-term fix.
3. Funding Within PFI Contracts
PFI decarbonisation funding requires some additional care.
Responsibility for plant and lifecycle replacement may sit with the SPV and some upgrades will fall within lifecycle obligations.
The energy savings may accrue to the authority, the SPV or require commercial alignment. So, the structure must sit comfortably within the contract. Funding cannot override risk allocation.
We work alongside estates teams, SPVs and commercial advisers to ensure that decarbonisation funding supports the handback position and does not create unnecessary contractual tension.
Decarbonisation Funding for NHS Buildings
The NHS estate carries significant operational pressure.
High energy demand, maintenance backlogs and ageing infrastructure mean that delaying upgrades carries risk. At the same time, Trust boards rightly expect robust financial justification.
Common NHS decarbonisation projects include:
Funding structures often blend grant support with structured finance, allowing projects to proceed within existing governance frameworks.
When modelled conservatively and structured properly, upgrades can reduce energy spend and improve resilience from year one while maintaining financial stability.
Capital Funding for Schools and Academies
Schools and academies face similar infrastructure challenges, often within tighter annual budget cycles.
Heating systems will typically fail outside of funding windows. Lighting becomes inefficient long before capital is allocated to upgrade it. Insulation gaps increase operational costs year after year.
Public sector decarbonisation funding for schools often involves a mix of CIF, local allocations and structured finance to enable delivery without having to wait for the next funding round.

Decarbonisation in PFI Contracts Approaching Expiry
As more PFI contracts move toward expiry, asset condition surveys and lifecycle reviews are intensifying.
In some cases, upgrades are required before handback to meet contractual standards. Funding aligned with the remaining contract term can:
Timing matters. The earlier you start the funding conversations, the more options remain available. Take a look at our Funding Solutions for PFI Contracts
Why Work With ELS?
We understand public sector decarbonisation funding and procurement constraints. From school funding to PFI commercial frameworks and expiry planning dynamics.
Our role is not to push a funding product. It is to structure funding around your project, governance, and contract position.
If the numbers do not stack up, we will say so. If grant support can be blended more effectively, we will explore it with you.
We are here to support long-term estate strategy, not short-term transactions.

Frequently Asked Questions
It is the combination of grants, loans and structured finance used to deliver energy efficiency and net zero projects across public buildings.
In many cases, yes. Eligibility depends on contractual structure, responsibility allocation and scope of works.
Yes. It is often used to fund match requirements or elements that fall outside grant criteria.
Typically in line with the useful life of the asset. This can range from three to ten years, sometimes longer depending on the project and governance requirements.
Not necessarily. Accounting treatment depends on structure, organisational policy and external guidance. This is assessed on a project by project basis.
